Super pedantic comment: the Board of Education is listed here but not the SFUSD as an entity, even though the BoE exists to govern SFUSD. Technically I think SFUSD is a "special district" rather than an SF government entity, but if so why is the board of education established by the city charter?
Pedantic comments are always welcome! It depends how we define "entity". Right now it roughly means "parts of the government that do stuff" and are therefore directly relevant to citizens/voters. So SFUSD is kind of the container in which the Board of Ed operates.
You're right that there's another dimension here which is not yet fully represented (city vs county vs district). The distinction isn't essential to my initial use cases so I didn't include it, but I'd love to add it. Let me know if you find any good folks out there who might want to work on this with me :)

The Board of Education (and school districts in general) are outlined in state law and then implemented by local governments. So I think of the charter more as "instantiating" than "establishing" the Board of Education.
